Each councilor can raise fertility or increase herd generation, both of which impact your herd production, but via different skills.
Scheme: Right-click on the leader of a nearby country and then you'll have "Steal Herd" in the menu somewhere, which you can do like any other scheme.
Diplomacy: You can get herds for all kinds of stuff that usually would give only gold for non-nomad factions. For example you can demand or offer herds when proposing engagements.
Tributaries: If you are stronger than other countries, you can demand them to become your tributaries. This can be done either again via right-click on the leader or from the menu. Or you can start a war with make tributary as the war goal.
Passive production happens by itself. You can stack modifiers to increase it, but some amount is always generated per month, even if you do nothing.
Councilor Tasks: Once you appointed a councilor, you can pick what they do at the bottom of their frame.
Late edit: I'll also add that if you wanna get the most out of raiding, you kinda need to migrate (or expand) so that you're sharing borders with one of the wealthier settled areas. The obvious choices are Oghuz-Il in the central steppe, which is great if we're wanting to raid south into Persia, and Zaporizhia/the Caucasus in the west, great for raiding the Byzantines. You'll also probably want to avoid castles and other fortified settlements until you have decent siege weapons. I'm not even sure if they're worth taking once you have onagers unless we're rocking a MAA only raiding army as the casualties you take from attrition besieging are going to come out of your herd and you could probably take 2 or 3 cities/temples in the same time.
If you are nomadic, your Herd amount is displayed in the top right where Gold, Prestige etc. are displayed. It should be to the right of Renown.
It's gonna say you can demand some shepherds becoming your tributary; every time you do that, your range to demand more tributaries expands.
You need to start doing this on day one, and it's gonna multiply your herd income.
Then you can eventually do the same with other nomads or even settled rulers. Which later on lets you vassalize them through demands. And vassals can be demanded to periodically give you extra herd tributes.
However, you always have a herd limit which is likely too low. Example you need 10,000 herd to increase your dominance required to become King / Khan, but you can only upgrade your limit to around 8500. The difference needs to come from a single Humiliation war, otherwise it takes forever to get the missing 1500 manually.
Crusher's referring to one of the notifications which should be showing up pretty constantly in your notification thingy (the one with numbers on it that says when you're over your domain limit, have unmarried relatives, relatives needing guardians etc.); you can also demand tribute as an interaction. Can get a bit laggy if you overdo it but maybe that's just me and can also lead to legitimacy hits when they decide to stop paying tribute so I might use it a bit more sparingly personally. It's not a decision.
You probably need to increase your dominance/general power level if you're not being given any 'will become a tributary' notifications.
Humiliation wars are a CB not a decision (the other thing they mentioned).
Er... yes in theory (you can become a king/khan/yabghu outside of the steppe) but if you're a nomad, it'll be an uphill struggle. And no, if you're a nomad, you have to get the required herd levels to increase your rank. The only exception I've found is if you're an adventurer and you target a nomadic ruler with one of their CBs. That can then end up with you being a dominance 1 king but this isn't actually a good thing because you'll probably be significantly over your vassal and domain limits (which then stops your herd from growing).
