You can also see by yourself that only landed characters do have the icon indicating the active lifestyle on the left of their portrait.
If an unlanded character receives a title, he automatically selects a lifestyle according to his education trait, and gets a certain number of traits based on his age. This also goes for your unlanded heir on succession.
Probably the same amount like Ruler Designer characters, who get approximately 1 perk per 3 years over the age of 16.
The main difference is that your Ruler Designer character has the points free to spend, while the NPCs (and your heir after succession) always get a random tree filled out. So if you wanted him to have a certain lifestyle, the chance is 1:2 (33%) to have the correct one. Means most of the time you have to start over anyways.
The amount of Perk Points, an unlanded Character gets, when becoming an Ruler above Baron Tier, also depends on his Traits, if they would normally get more Lifestyle Experience, they will get more Perks, when they become an Ruler above Baron Tier.
Artifacts on the other hand have no impact at all.
