Vassals are not reluctant to use their hooks to butt their way onto the council, as far as I know, but I don't know about adventurers.
I'm not sure what for, or even if, they use their hooks.
But my point is more like why are they so good at discovering secrets?
If i already have the Murderer trait & my vassal tries to blackmail me for another murder,i tell em to go ahead & rat me out.
Once one person knows your secret,theres an Event that allows them to share it. As a player,i recall many times being asked if i wanna share one. Im sure the ai does it,too.
