Not gonna go without mods in a game designed for them from the beginning. 17 pieces of DLC - 10K+ mods.
roads like you play a non lord, and tours lets you go on adventure as a lord. they add so much game play the game feel like a different game without them. the other dlc are there only if you want to play in that specific region, and the plague one is .................. meh at best
From here is where you have the dlcs you should consider if you are completionist or the dlc itself is of interest to you. Ibera and Persia are a mixed bag, but worthwhile if you are interested in the area. Northern Lords, a fan favorite is even lighter in content than these 2, but can be worthwhile if you like Vikings.
Cautious recommendation for Legends of the Dead. Offers a few new ways to spend gold and get some good effects. Couple of new diseases, but don't really change much. You get the Black Death which is pretty underwhelming and just forces you to not engage with the game for 4 years.
DLC I question the value of; Friends and Foes, as well as the cosmetic creator packs. House Feuds are kinda cool, but ultimately half-backed and kind of annoying once you have a large dynasty. CC packs are good if you like the cultures offered, but it does make you question why they couldn't have just made a small flavour pack with a few events and decisions as well. Will we ever get Berber, Circumpolar, or Polish content now? I'm now very doubtful.
