How to switch to being an administrative government

So I started out as an adventurer and now took over Iceland thinking I'll make it into and administrative state but the game nor google is giving me any idea how to do that. So how to actually adopt an administrative government?

be a emperror or a king (tfor king you need bucreatic ethos pillar)

then you can get a deciscion to change it basicly

edit: this works for feudal no clue for tribal XD have to edit that jsut incase you are playing a tribal wanderer (haven't tried wanderer just yet so no clue what form they take after settling)

have to say , i do not know what you need for cost for the deciscion , could be prestige could be gold xD haven't done it myself but saw it before when i was a kign and had a bucreathic ethos pillar (the official wikki does say normaly emperor) but the bucrathic ethos pillar say's in it's text allow kings to take the adopt administrative goverment deciscion

It's both. Think it scales with realm size a bit but the most I've had to pay's 3000 gold and 1000 prestige so I think that might be the cap. We also need 75 counties (which is going to be most of Britannia), illustrious fame, +50 opinion or more with all powerful vassals and we have to be either clan or feudal (so no skipping for tribals sadly). And yup, bureaucratic kingdom tier rulers can do it too although I have no idea how that affects the realm size requirement.
