Other than that, the only cause would be mods, which you already ruled out, playing on an extremely out-of-date patch, or Royal Court being owned, but not installed. Are you seeing other Royal Court features, such as Diverging your culture and/or the Royal Court tab?
1st, click on the culture that is NOT your culture but rather...the one you are attempting to hybrid with.
2nd, as you review the "other" culture, on the 1st screen, at the bottom will be a button the says "create hybrid culture" (or something close to it)
3rd, as you look over, but not click on, simply hover mouse over the create hybrid...you should see what you are missing, or above it, it'll all be written in red stuff meaning you don't meet the requirements.
Also, you have to be a duke or above. Even if something is up, you should be able to look at many other cultures and see the hybrid button even if you don't meet the requirements. Yea I dunno whats up...just hybrid'd my last run so...you seem to be missing information on your post.

Since norse and breton don't share heritage its most likely because someone beat you to it, and a hybrid already exist.
Its more likely that the dlc hadnt taken in effect because i bought it mid playthrough.
