Report a translation problem
If you enable edit/debug you can add (or take away) from any skill as much or as little as you'd like for any character with a command.
You can enable the editor/debug feature in just a few steps. In Steam Library:
Right-click the game
Open Properties
Add "-debug_mode" to the Launch Options at the bottom
Start the game
Link to all the CK3 commands (it goes over a bunch of additional ways you can enable edit/debug too):

So, this is just a 'would somebody please make a custom mod for me' request? I don't see much difference between adding the raw skill and a 'trait' that adds the raw skill(s) besides an icon on the character portrait. Functionally the same thing.
With edit/debug what you are doing is playing god and 'blessing' them yourself. :)

Gives you immortality and a stacking stat trait per other immortal you manage to hunt down. Lets you live forever and have cheaty stats without just handing them to you. Its the closest thing I can think of.
Indirectly. You can add (or remove) any existing skill, trait, or modifier. Make events fire and all sorts of things. Take a look at the WIKI list of commands. Basically you can make anything that can be in the game happen with a command, or set of commands - or take away or undo anything that has happened (short of death - no resurrection command).
