Canute the Greater

Hello.
I am currently working on getting Canute the Greater achievements
I got the right to run the Secure the High Kingdom of the North Sea decision and when I did it, the achievement did not pop up!
I have also confirmed that my culture is unreformed tribal culture (Norse) , so why doesn't the achievement unlock?

Are you sure achievements are still enabled?

Yes.
Achievements is enabled and the achievement is still remains possible.

Are you sure your character had a Tribal government before taking the decision? Culture has nothing to do with your government form; most of the Norse starts in the British Isles are Feudal, for example, and you can become Feudal through things like Varangian Invasions of Feudal lands.

I have been confusing culture with government.
Is there any way to change from feudal to tribal government?

There is a decision to return to tribal ways yes. Thought I'm unsure of the requirements. I've only seen it available playing as the Irish or the Scottish cultures.

Yes. If you hold only Tribal land as a Feudal character, you get the "Embrace Tribalism" decision, which will convert your government to Tribal.

However, that won't do you any good at this point. The achievement is fired when you take the decision to create the North Sea empire the first time, and as a Unique Decision, the decision can only be taken one time per save.

It's a hasty method, but I have saved save data from multiple points in time so I can roll back.
And finally I was able to acquire achievements!
