Plains or Forest

Which is better for building a capital on? I see a lot of people saying plains, but why not forest? If you get forest folks that's better development than plains.

The plains terrain type also has access to better buildings.

Though like most things, it does depend on a bunch of other factors too. Some cultures boost terrain type development and can give you the ability to build buildings in terrain types where you normally couldn't. There's also cultural traditions that let you upgrade buildings earlier too, so you want to pay attention to that as well.

I'm not sure you can push forests above plains though. That's a pretty high bar. Probably not worth it unless your territory is loaded with forests/taigas.

Depends forest can be good for stacking MAA buffs or if you need defender buffs
