Kingdom of Cornwall does not have any De Jure counties ??

Ok...so in this Yorkist playthrough, and a previous Irish? playthrough, i've had the same problem with the Kingdom of Cornwall (KofC)
In both playthroughs, i noticed that (KofC) hadn't been formed and you can't form it, as apparently it has 0 (zero) de jure counties.
Upon checking the Cornwall heirarchy, it weirdly goes as follows :

Earldom of Cornwall
Duchy of Cornwall
Kingdom of York
Empire of Britannia

Is there any way to re-create the Kingdom of Cornwall...just for neatness sake ?

Cornwall can be made via decision, as a member of the same culture group as cornish.

So does that mean i cant create the KofC as an anglo-saxon, asatru, emporer of Brittania ?
Seems there's no way to give cornwall a dejure county then ?
