Report a translation problem
I had this issue but it was one of my mods causing it with the Ledger tech.
If you are for example Italian and the culture discovered it, you won't get the building slot in a Cisalpine cultured county, unless Cisalpine discovers it or you change it to Italian.
Surely this is just a bug. I wanted to post here first, before submitting a bug, to make sure I wasn't missing something related to game mechanics.
The start of my playthrough was before that update. My country capitals have 4 and the others have 3 building slots. And with only Ledger giving +1, this should actually be 3 and 2 building slots, I guess. So it seems I had 1 too many and after the Bailiffs innovation I got the correct amount.
Can someone confirm this? And that after Ledger and before Bailiffs Country Capitals have 3 and other holdings 2. And after Bailiffs this is 4 and 3.
