If somehow that's still not enought, look up the "Decisions" options (the little feather and ink bottle icon on the right). Some of those decisions (such as "Search for Physician", "Invite Champions" or "Invite Claimants") will bring more people into your court, which you can eventually give lands to if required.
Oh, another option: If you go to war often, maybe you have prisoners? You can release them and invite them to your own court, rather than sending them packing to where they come from! That's an option!

The other way is to pick up a perk called fabricate hook, it's 1st in line of the left tree and insanely op perk. go to search, filter away rulers, pick the best and fabricate hook on them to move them to your court.
Don't waste your prestige and gold on things like "invite claimants" - these are noob traps, through commanders are worth it sometimes.
