The antiquarian only repairs and preserves your artifacts, reducing their decay rate and protecting them during sieges. So anyone with a decent aptitude is good enough.

It is near impossible to recruit someone who is actively working on an inspiration.
Doesn't it also affect the quality of created artifacts? My artifacts are always fairly crap, unless they come from stewardship events where you buy a trinket or diplomacy where you commission epics (those by comparison are quite easy to get masterwork artifacts).
Mainly I got frustrated when my antiquarian destroyed an artifact he was trying to improve (to be fair it was RNG and I took the risk, but perhaps the odds would be better with a better antiquarian). I assumed it was because he was poor in aptitude (and still better than anyone else in my court, sadly). That 30+ aptitude for having an inspiration seems to be a make-or-break as far as having a good or excellent antiquarian.

Improved quality only comes from (iirc) certain cultural traditions. And having a high court grandeur does vastly increase the chance of top skilled inspired people arriving at your court. Lodging standard levels increase the chance of artifacts being of higher quality. And of course there are all these events which may or may not increase / reduce the chance of quality improvements.
With level 10 you're basically being bombed with blue and purple artifacts.

This is probably because "homeless wanderer can be persuaded" which isn't available for guests or courtiers.
Can tell because Bianca Savazzi is a developer avatar, these usually start as wanderers
Don't avoid the question, check the breakdown on what increases the acceptance to >=0
Maybe that's why I'm struggling. I don't have the royal court DLC.
You can invite just about anyone who is your same religion. Taking grandeur over expected, splendor, amenities and opinion into consideration. It only gets difficult when someone holds a court position.

I’m thinking your on to something here. I admit I haven’t played in months but when RC first came out it was much easier to recruit inspired characters.
Is the homeless wanderer a new buff to invite acceptance? I never noticed it before.
