TBH this is a stupid nerf over CK2; because you would need a Norman ruler specifically, whose culture would not exist in a 769 or 867 start. So England was not supposed to be "English" without William the Bastard.
Started as Swedish viking (he's tribal, unlike his English mates, better for early game), pillaged the hell out of France/England, conquered Neustria with the help of some mercs (excess gold), flipped Norman, conquered Wessex and Mercia, flipped English, with free tech from two flips and awesome longbowmen down the line. Forcing culture as England this way I was able to get primo as soon as it was available, like year 1200 or so.
Same thing - flip Norse, conquer Neustria, flip Norman, flip English.
