You mean the issues tab? If so this it what i'm saying, nothing there, i have clicked it off
You need enough counties and gold to create a title - Unless someone else created it first, and now you have to usurp it (more expensive)
You can click on the county/duchy flags of anywhere in Ireland, and the Ireland title will appear on the list, so you can click and check what is required.
click on a provence and look for the three dejure titles. The Duchy, Kingdom, and Empire. You click those it will tell you what you need to form that title. Also you can refresh issues so if you close something important you can refresh it.
Anyhow i figured it out, the big flag in the bottom left near your character, click that then top middle it says "De Jure Counties" these flags(click on them)are the titles you could potentially create provided you have the required money, Counties & Kingdom tiles etc.
