I'd complain, except they are the main driving force in my holy wars and they're free. I think they even help in rebellions.
The only crime is that they're so good, I'm not the only one that thinks so, the A.I hires them out 99% of the time that I literally don't start holy wars unless I'm sure I can hire them first.
Yes, my guess is that they should get armies like a normal ruler, and Baronies produce more levies.

Just give them a city in a county you're planning to give to a vassal and forget it exists.
Afterwards they keep asking for more cities to lease, and they never move into those.
Even if they have a castle and you gift the grandmaster 1k gold they still don't upgrade it, even after 10 years. They spend the gold almost immediately on something or other, but not troops or buildings. Maybe hookers.
