some times, having the correct load order is sufficient. the one that goes last "wins".
otherwise, look at the file/function that both mods change and text edit both mods together, so both work. this is how compatibility mods are made.

But seriously, it's been an entire year and no effort towards making mods easier to organize exists for CK3; a game that is heavily dependent on mods just to get people to play it.
