Stuck as a a Court Jester

Im playing in the HRE going for a tall playthrough, I am one of the strongest dukes in the empire, yet my liege somehow manages to make me a court jester? IM ONE OF THE HIGHEST RANKING DUKES IN THE EMPIRE, MAKE IT MAKE SENSE how is this possible, especially when you consider my liege is a female emperor in a male dominated society, come on paradox wheres the logic, this should only be available to courtiers not counts dukes and kings.

Perhaps your emperor realizes that your power could threaten his rule, and he purposely doesn't use you
