Why do they do less damage than regular bowman?

Yes, they counter heavy cavalry which is great but are they worth it overall?

They don't, they do 20 greater damage. They also have 4 greater Toughness. Their only downsides as compared to bowmen are their higher cost and the fact that they only gain terrain bonuses on hills.

That explains it then, still weird they are weaker in the tribal era than regular bowman.
