Well yes and no.. You want your lands and Core to be the strongest, but your also going to want your direct vassals how ever you have them doing well too,.
Personally i like to help areas along as i go. I find where i want to rule my main lands from.. (which is not always which county i start in)
You can also move your capital to build areas a bit, then move to help another area along. Your playing the long game. that's not to say you can't start in the location you want i just find doing this a bit more interesting.
from a pure spread mechanic, like you say, if you build up a couple areas a few counties apart the ones in the middle will be boosted by both sides and that in turn will help the middle grow a bit faster. I'm sure there are some math people that could tell you the best ratios, but for normal folks you need development to build the things you want to build. Try to develop with that in mind.
