Switching primary titles broke administrative government (LOTR mod)

In Realms in Exile, once you form the Reunited Kingdom, the title starts with no de jure holdings. If you were to become an administrative government, this means every single governor you appoint will have a -20 efficiency debuff because your primary title is landless. I thought I could fix this by just making my primary title Gondor, but this actually just broke the whole system. Almost every admin vassal disappeared from the admin government UI and when I hovered over them on the map, the game said that none of them were a part of the Kingdom of Gondor.

What made it even more confusing was that I could still interact with the governors normally. The debuff even went away for all those who were within Gondor's borders. But for whatever reason, the UI broke. I couldn't even see the royal land.
