Founding a New Empire in Spain during Struggle

So I have the entirety of Hispania under my control except for three counties which will be added soon. Under normal conditions I could have become Hispania a long time ago, but because of this stupid DLC mechanics everything is on hold until some nonsense phase shifting happens. I have the decision/ability to "Found a new empire" because of how many kingdom titles I hold.

What all will break if I create this custom empire?

I just saved and created the empire. I'm not gonna keep the save but it's interesting that my primary heir will inherit both the new empire title AND the still locked and uncreated Empire of Hispania. Crazy.

Ah the Empire of Hispania has only the Kingdom of Navarra as it's dejure land. So yeah this wont be kept.

Waste of resource to create a custom empirel. And winning the struggle gives a stupid amount renown.
