Edit: If it is Scandinavian elective the elector voting power is increased by all of their domain development and their capital populations opinion so if that elector have lots of land and have high development and high opinion then i guess that high voting power is possible.
Edit2: checked my current game and King of Swaden have voting power of 77 so yeah good luck getting your candidate to win. (best option probably is to remove whole scandinavian elective law)
Scandinavian elective:
"The ruler and all de jure vassals (except barons) can nominate an heir amongst the ruler's extended family and any available claimants. Voting power in this succession law is influenced by the elector's total domain development and capital popular opinion. Known criminals are not eligible heirs, but their descendants are. Grandchildren of non-criminal, living children are not eligible heirs. "
But pop opinion of plus 15-20 seemed to be around 3-5 votes?
And I think negative opinion will reduce your votes to, though every elector always has at least 1 vote no matter what.
To get them to vote for you, main thing is have them like you, have a good/likeable heir, don't have your canditate be a wrong gender for your laws, and to lesser extent don't have them be a child or baby.
If you have max opinion with the vassal, they will have +150 reasons to vote for your choice, which usually means they will vote with you, as long as they aren't a different religion, or you are voting for a wrong gender (wrong gender malus is also 150, so will cancel out max opinion)
