Uniting the Slavs
So it seems this decision is not coded very well at the moment, for some reason it includes the kingdom of Permia (which is way out there and has no connection to the Slavic realms) in the newly created empire of Slavia but leaves out kingdoms like Vladimir (which contains Moscow) and Bosnia, which leaves you with a very strange looking de jure Slavic empire and an even weirder remnant of the empire of Russia that makes very little sense.

It's a really easy fix to mod so i'm not too bothered by it, i went ahead and fixed it for my own game, i just wondered if it bothered anyone else as much as it did me and how come this obvious oversight hasn't been patched yet by Paradox...

Some decisions are tailored for the 867 start, while others the 1067 start. BUT...

What IS Slavia is:

Empire of Carpathia
Kingdom of Croatia (Sans Duchy of Dubrovnik)
Kingdom of Serbia
Kingdom of Bulgaria
Kingdom of Bohemia
Kingdom of Great Moravia
Kingdom of Poland
Kingdom of Galicia-Volhynia
Kingdom of White Rus'
Kingdom of Runthenia
Kingdom of Novgorod
Duchy of Ryazan
Kingdom of Pommerania (Sans Duchy of Lausitz and Duchy of Meissen)

Actually that's not quite correct according to the game files. The geographical region Slavia (requirement for clicking the decision) does include Dubrovnik, Lausitz and Meissen, and in addition also Istria, Krain, Steyermark, as well as Opolye. And while it's debatable whether Steyermark should really be included, that's not what i'm bothered by, i'm not here to argue the irredentist claims of Pan-Slavism.

What i was referring to was the effect that taking the decision has in terms of assigning de jure lands to the newly formed Empire of Slavia.

In the "00_decisions_effects.txt" file, "under unite_the_slavs_decision_effects" there is an explicit list of all the kingdoms that get added to the empire, and it contains the following line:

title:k_permia = { add_to_list = slavic_kingdoms }

This makes very little sense as Permia is territorially disconnected from the rest of the Slavic kingdoms and contains no Slavic culture in either start date. Additionally, if the Kingdom of Bosnia has been formed per decision before Unite the Slavs is taken, this kingdom will not be integrated into the empire leaving a hole in between Croatia and Serbia.

The fix for this is extremely simple, replace the above line in the decision effects file with:

title:k_bosnia = { add_to_list = slavic_kingdoms }

Referencing the mechanic of de jure drift is not really pertinent here since if the argument was "just wait for Bosnia to de jure drift into Slavia", the same thing could be said for all of the other kingdoms as well, but the decision is clearly coded in such a way as to give Slavia de jure lands right from its creation.
