Not worth the time/effort in restoring the Holy Roman Empire

I'm assuming you mean the Roman Empire? Which is different from the Holy Roman Empire, which was neither Holy, nor Roman. lol. but sure there is. Its Rome, Why wouldn't you wanna restore rome lol. Pretty fun ruling one of the worlds most dominant empires in history

Well, if the Holy Roman Empire has somehow disappeared on your map I agree: it's 100% NOT worth restoring. The whole elector system is a mess and sometimes I can't even figure out why the electors have changed to random counts or whatever.

Restoring the Roman Empire is kind of cool... just don't tell the Byzantine Greek cosplayers.

The Holy Roman Empire is fantastic. It gives you de jure claims on all of Germania, as well as instantly de jure drifts all of your fully controlled kingdoms. It's effectively all of the benefits of creating a custom empire and a de jure empire rolled into one. It's also not particularly hard to form, only requiring 3 kingdoms.

Restoring the Roman Empire is probably better than restoring the Holy Roman Empire since it unites all your empire titles into one title, saving hundreds of years of de-jure drift. As far as I know the HRE decision does not do that. Although it does raise your vassals limit.
