So just as the title says can you get the elephant men at arms as a landless adventurer, I went an conquered some land in India and went through the process of forming a hybrid culture so i could get them and then give up my lads but now I can't recruit them.

You can also get basically any unit if you do a job for someone who has them, and then request units. Though it is a bit random what you get. I got camels like that. So you don't have to settle there.

I think there are camp upgrade that allowed you to hire local MAA depending on the camp location, can't remember which one

Just to be clear you don't need the cultural trait yourself you just need to be in Southeast Asia to build the camp upgrade. As far as I can tell this only works for elephants for other cultural units you'll have to follow Myth Alric's advice.
