Is Byzantium the only place to play as an administrative government?

I am wanting to play as a noble family, was wondering if you can do this elsewhere somehow.

There are Game Rules for making certain other countries Administrative from the start of the game, but by default, only the Byzantines have Admin government.

Moreover, any empire can choose to become Administrative via Decision if they are large enough. I also believe characters of a Bureaucratic ethos culture can take this decision with lesser requirements.
