I'm sure modders will make it so any type of ruler will be able to have an estate, but in an unmodded game, it's only for administrative rulers.
I don’t have access to the game but looking online Brabant is in Lotharingia so it’s not part of an administrative government and thus no estate. With default rules and vanilla game (no mods), the only place you can have an estate at game start is within the Byzantine Empire.

The only European titles that are eligible for this rule are the Carolingian kingdoms in 867, e.g., West Francia, Lotharingia, East Francia, and Italy. It also looks like you can make it so player kingdoms are administrative. I haven't tried that out, but it should be what you want, I hope.
