Start 867 as Arpad and conquer Hungary and then Moldavia and Wallachia to make Empire of Carpathia.
Sort this by number of kingdoms (ascending)
Ajuraan is definitely the easiest to form from scratch. Only 2 kingdoms, start as Muslim in Mogadishu.
Leave Haestein alone, unless he suffers the bad luck of losing a lot of his troops. Not taking Montaigu just means you need to take one additional county of Brittany in order to form the empire.
Oh, and don´t forget to take Leon, unless they´re allied to Haestein.

Charles the Bald tends to have a decent chance (if a bit expensive depending on RNG, french catholic spymaster in Haesteinn's court is a really good outcome), plus they are rivals, you need to be swift as he will snowball if left alone, possibly triggering the crusades.
You don´t *need* it, it´s just that, you can conquer it without having to forge a claim, since its ruler is pagan, and that it counts towards the number of counties you need, just like the counties owned by Brittany do.
