I'm not sure it's an event. I was watching a youtube video of a guy playing the Kingdom of Alba and what he did was change his culture to Scots, and after that he became Scotland. It may have to do with what time you start in too.

Scots should appear on its own after 1050. Similar to e.g. Sicilian, the counties in the region simply change their culture automatically. Then you can choose to adopt the culture via decision.

I assume that you need both Cumbrian and Anglo-Saxon counties in the region for Scots to appear (it is a hybrid of those two)

No its a hybrid of Gaelic and Anglo Saxon

Gaelic is somewhat half Irish and pictish which the game says on the *culture innovations*

(Gaelic) Split from irish/pictish 800AD

(Italian) split from Roman in 476AD

Cumbrian is closer to Pictish/Welsh/Cornish/Breton

I like playing Pictish and find the welsh, cornish and breton easy to run
and could vassalize artgal map dumnagual very easy as Alba 867AD

It used to be an event, that Scots culture just spawned somewhere in the northern Part of the British Isles. Not sure if it was just spawning in or the result of another culture declining. Now it is a hybrid of cumbrian and Anglo-Saxon, it should be form-able through hybrid cultures but it is not listed as a unique culture, so it might end up just being Anglo-Cumbrian if formed that way.

Or you simply change the culture name when diverging or creating a culture, there's nothing attached to the name, all traditions are tied to heritages, locations or specific prerequisites, but never a culture or name.
