How to create new Themas when playing in Byzantine Empire?
While being a vassal of basileus I expanded to middle east and Africa. As I am not planning to become the emperor at the moment, I can't create new themas in newly conquered lands. So for example the Nile area is divided into smallest counties, not even duchies. I assume that some duchy level titles need to be created in order to create new themes? Why Basileus is not really creating them? This is really annoying as it makes empire very messy and governance of ex-arabian empire is very annoying. Does anyone has the same problem? Is switching to emperor the only only solution to make it all nice and orderly?

Creating new titles costs money, like 250 gold a pop. If the Basileus doesn’t have the cash, they won’t do it. So if you want the Basileus to create new titles, then throwing money at them should help fix things.

Course the AI may be programmed to ignore ducal expansions by governors since the new fiefs should fall under the conquering duchy. I don’t think that’s likely though.

Correct. When the ruler creates new duchies (or usurp them from outside of the Administrative realm), they are automatically turned into a theme.

Right, thanks. I've tried giving him like 1500 gold but still, no new themes for me or my subjects. I forgot to mention that I became byzantine vassal after creating an independent kingdom around Damascus. So I'm basically a Viceroy lvl administrative subject. I think he won't create any new themes which would be part of my realm for some reason. I think it might be a bug. I monitored amount of gold he had for one lifetime and he created new themes for governors which where his direct vassals, but newer mine.

Any title remains a theme as long as they are granted administratively.

The basileus doesn't seem to create those new themas. One way I worked around this was with debug mode and switching players. I was playing as Crete and switched over to Egypt and created all the duchies. Then as Crete I debugged claims on all titles under Egypt including the kingdom and got the titles that way.

It might be a vassal limit thing, which for administrative is huge. Why make a big strong thema when you can have a bunch of infighting governors, etc
