Course the AI may be programmed to ignore ducal expansions by governors since the new fiefs should fall under the conquering duchy. I don’t think that’s likely though.
Right, thanks. I've tried giving him like 1500 gold but still, no new themes for me or my subjects. I forgot to mention that I became byzantine vassal after creating an independent kingdom around Damascus. So I'm basically a Viceroy lvl administrative subject. I think he won't create any new themes which would be part of my realm for some reason. I think it might be a bug. I monitored amount of gold he had for one lifetime and he created new themes for governors which where his direct vassals, but newer mine.
Any title remains a theme as long as they are granted administratively.
