It is called ChildCanVisitSettlement.
It’s in the same section of the decision as “pet your dog”, “embrace celebecy”, etc and it’s a timed decision. In other words once you use it you have to wait a period of time before you can use it again. Also because you are a child you have a higher chance of getting nothing at all.
Unfortunately as a child you have to continually move your camp to get new contacts. Also there are certain contract types that give only (or mostly) provisions so keep your eyes open for those. I think it was diplomatic contracts that tend to have more provision rewards.
