If you're the Top Liege of the realm, you should have a Decision to change your government to Feudal.

Otherwise, die and choose to play as a relative who isn't Administrative.

yes there is a decision to go back to feudal, you just need the Absolute Autocracy law. basically like the highest level of crown authority for admin
