You do realize that you can't give the trait to custom characters? And also, who was talking about consoles?
Not sure what you mean - you definitely can add the trait with edit/debug; you can't use edit/debug as part of character customization, but you can add (or remove) an infinite amount of traits, skills, and modifiers after you start and BEFORE you release pause.
Doing it with mods (instead of editing) allows you to maintain achievements - if that is important to you.
