How to create a new administrative duchy?

I have the rank of "count" in the Byzantine Empire and I have all the counties of a duchy that does not exist, but I cannot be promoted because I have an administrative government, apparently only the emperor can create said duchy, is there a way to ask the emperor? Otherwise, I will be stuck.

You can't. You have to increase your candidacy score for the title, and hope you are granted it/inherit it.

I understand, but I want to do it for the territory that currently belongs to me, I do not want to inherit another duchy, I have already invested gold in the one I have, I simply want the emperor to create the duchy so that I can opt for said candidacy.

Nope. There really isn’t much you can do except try to vie for a different ducal title.

You can maybe try to nudge the emperor to create a new duchy title by giving them cash (assuming they’re short on it), but that has a low chance of happening from what I’ve heard.
