Construct Glass Monument

This building is seemingly excellent for growing vegetables.

Above, I can build the grazing lands, but the glass monument is greyed out.
that building is open due to a event you have because of a trait you got and without it you wouldnt be able to build it.

But it's not a special building, I'm trying to build it in the leftmost empty slot in Santiago, that's where the build pop-up came from.
Moving my realm capital to a more minor county like Astorga doesn't provide the option to build the monument.
And yes, I have the trait, I had the event, I made the decision to build the monument, it's just I cannot BUILD the thing. Frustration.
Anyways, if the wiki says that you can't build this in a holding with a special building - and your screenshot shows a special building - then this is probably the answer.
I tried taking over Coimbra and it's capital county Porto and there was no glass monument there. Does that reset the decision or event, maybe?
