Maybe slightly indirectly due to troop-count, money or opinion.
What's more important are personality traits (e.g. ambitious, content, etc, etc).
Even more important is that rulers opinion of you, that rulers opinion of the enemy ruler.
Is your ally already fighting other wars?
If you're having troubles keeping your head above water against the Byzzies.
I would suggest to submit to the Byz emperor and either conquer from within or ferment a revolt for independence with other vassals.
Perhaps even a dissolution faction.
You may also try to submit to a powerful enemy of the Byz empire and do the same.

If this Game Rule is in place, you have to conquer his entire Realm yourself, to make him lose the Trait, but since it is still an stupid AI and the AI does not really know, how to play the Game, it should be very easy to defeat him, even with the many Benefits from the Trait, the AI is still very weak.
