How long is a short reign?
I've played Crusader Kings 2 for many campaigns.

I have just started playing Crusader Kings 3 and I'm the king of Ireland, starting from that Munster start which is apparently the tutorial.

I'm on my third successor and he holds the rank of high king of Ireland controlling about 3/4 of the island. His daddy was the one that created that title.

Although my character is now about 40 and has been in power since he was 18 years old, it still says he's got a short reign penalty.

My legitimacy is not going anywhere and it always states this "short reign".

So is the short reign based on how long the dynasty has been in power or does the character need to be very old and senile first before that penalty goes away? (like 60? which is very old for any medieval character)

so like if u have low legitimacy ull always have short reign penalties as they are longer. u shouldnt have them at that point tho

It runs for each liege - vassal relationship based on the start date of the relationship. That is generally when a new reign starts (death or deposing of predecessor) or when a lower title first becomes a vassal of a new (to them) ruler. There are a number of artifacts which reduce the duration of the short reign penalty and some that will hasten the start or amplify the impact of the long reign opinion bonus.
