Achievements

Sorry if it was already asked but I am about to throw my hands in the air from rage.
I am trying to play to get some achievements after buying this game on a discount, found out that contrary to stellaris and hoi4 in this game you can disable ironman and still be able to get them.
Now I am kinda lost. I created (the version of the game is normal) the game, created my own ruler, set the game rules, everywhere it shows achievements are obtainable. I start the game. Save the game, checks the save file in load game. Save shows the achievements are disabled, in menu before you exit the game there are game rules option to click where one can see what rules they chose, none of them are breaking the obtainable thing but it still states it's impossible.
I read like 5 minutes ago that this "feature" is in a dlc that right now it costs like a new game in itself.
Is it true it's locked behind dlc or it's idk a bug or something?

Sorry for kinda pointless question when I just found out why it was happening. but if there is anybody who has the same problem then go ahead and do what I did.

'Found out why my achievements are getting disabled even when everything shows they are obtainable.
Devs really need to fix it, because at this moment it's misleading big time and changing gamerules is useless.
I had to reset them to deafult even though they showed being okay for whatever reason there was conflict.'

No, you clearly misinterpreted what you read. The ability to get achievements without Ironman was added with a free update.

Some of the game rules will disable achievements, they’ll show as you change them (or at least they are supposed to). Achievements will also get disabled if you’re in debug mod. The third thing I know will disable them is if you switch character. Don’t even have to switch character, just clicking on it by accident will break the achievements.

The problem is that while changing rules (not having them disable achievements) caused some error to disable them. To fix it I had to make new game, deafult the game rules for it to work.
But it also means that it's impossible to change rules (to ones that shows being "okay") and get achievements
