Aside from the fact that it would go against my character's wishes as I see them. He got no interest in intrigue. :)
It won't ask you again unless there is another later opening. However, if your liege is at least a king, then you do have the option to decline a position you don't want and then petition for a council position. I'm not sure you get to choose which position you get however...
Edit: I do believe this requires Royal Court though perhaps... I can't remember what is and isn't DLC anymore.
Will try it later. I got bigger problems right now lol. The Pope randomly excommunicated me. >:(
This means that even when you accept the council position you get kicked out in a month because there are many vassals with guaranteed council position feudal contract.
It is impossible to hold council position without your feudal contract having the same option.
And remember you have to force the council position because if you accept your lieges offer it is not protected by 25 years.
You always have force position or you get kicked out by other vassal who uses force position.
Always try to get steward position if you can (for the extra gold income). Or spymaster if you are feeling murder hobo waking up inside.

I read that the spymaster position gives 30 natural dread, which is kinda nice by itself tbh.
But I declined the original offer and then went to his court and my character asked to become his Marshal, which is interesting because my char had slightly higher Sterwardship but a Martial Education trait. So I assume that the education trait dictates what your char asks for.
Also my liege asked the Pope to lift the excommunication and it worked. I still killed the Pope a few months later. Everybody hated him anyways. :D
