Why does Religious Relations task from my Prince-Bishop not increase opinion of the Pope?

"Catholic Theocratic Ruler Opinion: +12.5"
The Pope is catholic, he is a ruler of a Theocracy... so why does it not affect the Pope? Is it a bug?

The Pope is "janky" as a ruler. I'm not sure specifically how he is set up, but the conquering with him paying tribute up the chain, trying to make him independent again once he is a vassal, or eliminating Roman Catholicism once you have all his land all work weird.

I think he is also, technically, an emperor somehow.

Did you let the task run for some time?

Read the tooltip. The task only increases the opinion by +0.6 per month, until the limit of +14.4

Did test in my current Orthodox Emperor of italy.
Looked opinion of Ecumenical Patriarch (opinion of me +85) and and my vassal arch-bishop of Romagna (opinion of me +67).

Turned off Religious relations and waited that my court bishop skill showed +0 instead +10.
Both Ecumenical Patriarch and arch-bishop of Romagna had exactly same opinion of me.

Then i turn my court bishop back to religious relations back to on, and waited 2 years that theocratic ruler bonus climbed back to +10, and still both Ecumenical Patriarch and arch-bishop of Romagna show exactly same opinion no increase.

And in their opinion tool tip does not show any bonus with Religious relations affix there is no such thing.

OP observation is right it does not do anything atm.
