If it helps your decision, CK2 base game is free, and all the DLC is $5 a month. Nothing is free unless you buy the base game in CK3, and then a few minor things are free depending on what package you bought.
Most of the dlc for ck3 is cosmetic with slight mechanical undertones.
All you REALLY "need" is Royal Court and T&T.
RC expands inventory, expands court positions and gives 'dollhouse' decoration.
T&T gives you something to do inbetween/besides world conquering with fleshed out serial events and makes travelling from point a to b more fleshed out.

The rest are cosmetic with some mechanical enhancements.
Cultural dlc only cater to the region and specific culture they represent.
Event dlc gives more stories to flesh out in your gaming.
I can't speak much for plagues and legend cause haven't really explored them myself.
