I married the countess who was another rules steward, can't get her to the "Spouse" position on council?
She was a good wife, young, fertile, with good christian morals and values, fairly good stats already at her ripe 18 years of age and the heir to several earldoms not in my position, and I got a nice alliance with England out of itand she already preggy after a few months. But because she is the steward of the other ruler I think she is there staying at their court. (How we managed to get her preggy is anyone's guess....). So now I can't put her into the Spouse position on the council, which is a great shame because it provides really good benefits, especially with good stewardship stats.

Is there no way to get her over to me? Any way to remove her from the Steward position?

Are you actually married or did you check the grand wedding box and aren't actually married yet?

A screenshot of the character screen and council might help

I suspect she is a count or more.

As above, if she is a landed noble ruling her own little piece of the map she is going to stay there and do just that. If she is an heir she can suddenly get yoinked from your court to rule over something. The only way you could get her to move to your court and take up a position is if she loses her lands.

Then she could be ransomed or wander, and be invited.

Yep I avoid landed wives like the plague because I need her to help my stats generally especially with a new young ruler I need to build up.

That would make sense with her being a Steward. I figured maybe they were playing in an equal faith region, but odds seem low

It has nothing to do with her council appointment and everything to do with the fact you likely didn't realize she was a landed ruler

A landed ruler ok, so therefore she stays at her own place, because she has a court to rule. I think I didn't realize that a landed ruler would mean that, but of course this makes sense. She's still a good wife in terms of beign 18, (19 now) with pregnantcy and more children and that was something I had been missing since my drunkard old wife died at the age of 67
