You have to make it bigger at the kingdom level before you create an empire. Longer term planning - let your son, or your grandson -or their son or grandson, finally form an empire.
If you're already there, split the kingdom off by inheritance, play as that kingdom and expand it, then reforge your empire.
Also forging a claim with your religious counsel, while being only for counties, you have a rare chance to forge for an entire duchy. Even, if my memory isn't failing me, there's an even rarer chance to forge for an entire kingdom. But as far as I know forging for an entire empire is just not a possibility.
