I'm a new player. How can I marry off my coutiers to characters who are not my courtiers?

I tried to get people with better skills by marrying off my courtiers, but can't find any other option then my courtiers, why? There is no filter selected at all.

It's the same when I choose arrange marrige, it's says "Arrange a marrige between two characters in your court.". Why?

Oh Sorry my bad, its the other way around, you should use the 'find spouse' option. Check your legitimacy too, if its too low no one will want to accept your marriages and trhe only options will be your own courtiers.
I know you probably already did that, but reset your filters to default.
Also, if you are too far away from everyone(like island) the marriage options will be even lower.

Be careful not to marry yourself with 'lowborns' this will destroy your legitimacy. For it to increase you can wage wars or use a more peaceful method(i use it a lot), which is doing feast and hunts(pilgrimages also but its costly).
