It is a very aggressive culture. not for the people who likes to wait around.
Cause you lose prestige if you do not war.
That means as a raider try beating up other people's armies, you'll gain prestige, not just fame, you can also join your vassal's or ally's wars and beat up their enemies for them.
If you can wipe out large stacks of enemy troops you'll be making a ton of prestige, double that if you have the tier 1 pillage dynasty legacy, tier 3 you'll start making more prestige from ransoms as well, which can be quite a lot if you raid the capital of dukes & kings, and you can basically start swimming in gold with the lvl 4 pillage legacy.
But those are norse exclusive from the Northern Lords DLC.
Yes this is how I had lvl 3 tribal authority on my starting charecter at age 40 in my last game. Once your army is well developed raid France or England, depending on where the most wars are you will quickly rack up prestige from fighting random army's.

You'll have more than enough prestige for a full stack of Varangian Veterans and reforming your culture in between. Oh and also tons of gold as your vassals' obligations scale off your level of fame.
