Do some raids win some battles. hmm I never had Prestige Problems with Norse.
Conquer some more lands.

It is a very aggressive culture. not for the people who likes to wait around.
Cause you lose prestige if you do not war.

Wars, lots and lots of wars. Activities as well.

raid for money, spend it on Hunts and Feasts for prestige

Once you get the hang of it it is very easy. As other have stated either be raiding or at war. In my last game as norse I had the top level of prestige and over 3000k prestige by the time my ruler was 40

Other than raids & activities, the main way is by fighting hostile armies you're not at war with, at least, not directly.

That means as a raider try beating up other people's armies, you'll gain prestige, not just fame, you can also join your vassal's or ally's wars and beat up their enemies for them.

If you can wipe out large stacks of enemy troops you'll be making a ton of prestige, double that if you have the tier 1 pillage dynasty legacy, tier 3 you'll start making more prestige from ransoms as well, which can be quite a lot if you raid the capital of dukes & kings, and you can basically start swimming in gold with the lvl 4 pillage legacy.

But those are norse exclusive from the Northern Lords DLC.

Norse are tribal the only difference between Norse, and other tribal that can effect prestige is the added ability to raid overseas. Tribal MaA cost prestige it is a balancing act between having a strong army, and being able to do things which cost prestige. You get 1% to prestige gain per diplomacy point with ground 0 being 8 diplomacy. the chancellor foreign affairs task gives .05 prestige per chancellor's diplomacy. many diplomacy perks boost prestige. Personally held titles give prestige per month .05 per county, .2 per duchy, .8 per kingdom, and 1.6 per empire. Gathering halls buildings give prestige per month .25 for a longhouse, and .5 for a grand hall. Nearly all activities give prestige even on failure. Some events have options which reward prestige. Raiding gives prestige per loot. Wars give prestige. Participating in a winning non-holy war battle gives prestige. Creating titles gives flat prestige. There are cultural traditions that give prestige in various ways. Many artifacts give monthly prestige. Tier 2 of the glory dynastic gives a prestige boost.

Yes this is how I had lvl 3 tribal authority on my starting charecter at age 40 in my last game. Once your army is well developed raid France or England, depending on where the most wars are you will quickly rack up prestige from fighting random army's.

ultimately it is always better to have the army enlisted or soldiers or raiders as I understand it... but is it anyway restored by the fallen if always deployed?

When you pitstop your raiders back in your territory to deposit loot, you can switch off raiding and move to your border closest to your next target, while traveling as non-raiders (in your territory) they will replenish MaAs.

Get the first pillage legacy, one that gives +100% prestige and fame from battles. Then go raid and win battles that happen naturally from rulers trying to stop you. Return home and use your gold for hunts.

You'll have more than enough prestige for a full stack of Varangian Veterans and reforming your culture in between. Oh and also tons of gold as your vassals' obligations scale off your level of fame.

One thing that can often help is to join your allies wars and your vassals wars when it wouldn't be disadvantageous to do so. If you help them with their wars it can give a lot of prestige, done correctly. Additionally, raiding is almost essential for both the gold and the prestige gained from it, so consider dynasty legacies that improve your raiding, such as pillaging. Other replies cover most of what I'd say so I won't keep repeating things, but you can get by having MaA that cost more prestige while reinforcing than you produce (you go into the negative per month when reinforcing) so long as you are getting into enough wars and doing enough raiding. Take minor breaks every now and then if you need them to get to fully reinforced, but I started as the count of a one county norse realm (with More Bookmarks+ and other mods) and simply by using expensive varangian veterans right away that required most of my prestige income while fully reinforced and more than all of it while reinforcing, I won wars left and right and raiding was a breeze. Don't be afraid to play on the edge with MaA costs in the early game as a Norse tribal.
