Yes, it increase the Years of Fertility, by 5, so a Women with this Trait, can get pregnant at Age 50, but when they become 51, they can only give Birth, if pregnant, but can no longer become pregnant.

Normally, the cap for women to get pregnant is age 45.

Fecund has several parts:
+50% Fertility
+5 Years of Fertility
+5 Years Life Expectancy

The +5 Years of Fertility mean they can get pregnant up until age 50.

Note that the Octogenarian Legacy provides +5 Years Life Expectancy but does NOT include your years of fertility. So a female dynasty member with that legacy can not get pregnant at age 50 (unless they are Fecund).
