Conquest in wars seems broken. The percentage of warscore each county gives should be proportional to the total counties in the title that is being fought for or something.
There is no way capturing a few counties on the fringe territory of an empire leads to the total collapse of said empire
Siege score has an impact.
Winning battles have an impact.
Capturing prisoners have an impact. Capturing the King(Emperor) or their heir specifically is usually an instant 100% victory score.
It would take a powerful casus belli to fully annex another empire, however, they do exist,
