You can be a courtier, but what a DEV said is once you get a barony you are upgraded to temp count title, (to avoid the game over of theocracy and republics that haunted CK2)
So the only none playable rank are the Barony, cause of how government system works from CK2.
But being landless means yes you can play a courtier, traveling towards tournaments.
traveling to other courts visit stuff, do what the AI courtiers do.
Roads to Power not only brings Landless, also the Estate (something from merchant republic if I have to guess) for the Byzantium empire.
Roads to power is this year MAJOR expansion.. (I really pray they don't mess this one up)
but the start of this year was Horrible with Legends of the Dead. not for playing or content.
But first time they increased the price calling it CORE.. and boy does it hurt for the real supporters of this game.
