More or less that. At first I was also confused by the new systems yet quickly realized holding court gives 50 legitimacy. Then I realized the same goes for creating titles and I had tier 5 legitimacy within 2 generations.
And theres NO WAY to keep up with the (free) systems included to increase legitimacy. Even constantly holding court, winning big wars, creating titles, etc I find it impossible to keep it above 3/5.
I'm not sure if thats an intentional hard cap on large empires... or if I'm being bullied into buying the DLC so that i have access to legends.
Legends do have a huge impact on legitimacy if used properly. 1 mythic legend gave me 300 legitimacy which was enough to fill the gap between tier 4 legitimacy and tier 5 legitimacy. Basically unless you own the DLC you are at a huge disadvantage.
with legend you spam them and you are always at max legitimacy
